The Big Independent Cities Excess Pool Joint Powers Authority (BICEP) was established in 1988, in accordance with the Government Code of the State of California, as a way to “risk-share” insurance coverages by medium-to-large cities within the state.

As a joint powers authority, BICEP is governed by a Board of Directors consisting of one representative or alternate from each of its member cities. The Board of Directors elects its officers annually from this slate of candidates; meetings are held every other month. There are five members of BICEP: Huntington Beach, Oxnard, San Bernardino, Santa Ana, and West Covina. Associate Membership has been afforded to the Alameda Corridor—East Construction Authority (ACE) established to mitigate the impact of significant rail traffic increases in the San Gabriel Valley.
