Fran Mancia is the Vice President of Government Relations and Business Development for MuniServices/Avenu Insights & Analytic s. Mr. Mancia monitors, analyzes and leads lobbying efforts related to legislation, state mandates, and regulatory changes that affect client revenue streams. Mr. Mancia sits on numerous boards for firms and organizations that work with local government, including the California City Management Foundation. He is advisor to and chairman of the Associate Members Program at the California Contract Cities Association.

Additionally, he serves on the board of directors for the Alumni Association at the University of California, Santa Barbara. Previously, Mancia served as a member of the League of California Cities Revenue Taxation Policy Committee and was the 2007 and 2008 President of the League Partner Program.

Mr. Mancia holds a B.A. in Communications from the University of California, Santa Barbara and an M.B.A. from the University of San Francisco.
