David McPherson is the Revenue & Tax Administrator for the City of Oakland and is the President of the California Municipal Revenue and Tax Association (CMRTA). As Administrator, he oversees the Revenue Division staff of 120 employees which are responsible for Revenue Audits, Accounts Receivable Collections, Business Tax, Mandatory Garbage, Parking Enforcement, Parking Meters Collections and Citywide Revenue Forecasting. Prior to his employment in the City of Oakland, he worked for the City of San Jose for 13 years as the Deputy Finance Director in charge of the Revenue Management Division. Under David’s leadership he developed a Revenue Collection Strategic Plan which won six “Lighthouse Awards” for Excellence in Revenue Enhancements and Technology. Before going to San Jose, he was employed with the City of Newport Beach for eight years where he was successful in developing several Revenue Enhancement programs which are used by several cities throughout California.

 

Mr. McPherson has served as a member of the Silicon Valley Joint Venture Tax Committee and the League of California Cities Revenue & Taxation Policy Committee. He also served as one of the League’s technical advisors on revenue issues. He is the recipient of the “Bruno Marchetti Award” for extraordinary leadership and service to the CMRTA.

 

Mr. McPherson received his Bachelor’s degree in History from California State University, Fullerton and his Master’s degree in Public Administration from California State, Long Beach. He is also a Certified National Licensing Official and a Certified Revenue Officer.
