Julia Erdkamp is the CEO of Coxswain Consulting, a management consulting firm that provides public sector organizations with transformational approaches related to leadership, organizational development, and strategic financial/operational strategies. Julia is a highly-sought after strategist and speaker. She is the creator of the Municipal Financial Management Program, as well as the Municipal Leadership Program – two programs focused on equipping future and existing government leaders with the tools to create best-in-class operations. Her accomplishments have afforded her recent recognition including a nomination for the Orange County Business Journal’s Women in Business award, and a feature in California Business Journal.

Previously, Julia worked for MuniServices managing a client portfolio of over 70 cities, counties, and transit authorities in Southern California, helping enrich communities through economic development and revenue enhancement.

For 14 years, Julia worked in the public sector including her work for the City of Sacramento and the U.S. Department of the Interior’s Bureau of Reclamation where she served as chief of the bureau’s Enterprise Program Management Office overseeing the Bureau’s financial systems. When she left the Bureau, Julia took a position at the U.S. Department of Homeland Security where she was the quality improvement manager and stakeholder liaison for Orange County. Immediately before joining MuniServices, she worked for County of Orange’s Waste & Recycling Department managing the budget administration, renewable energy program, and public information office. Julia has received many finance, technology and operational awards from a number of government organizations.

Julia graduated magna cum laude in Political Science from the University of Southern California (USC) and has a Master of Public Administration magna cum laude from the USC Sol Price School of Public Policy.
