Dr. Miller has over 32 years of experience in both the public and private sectors. In his most recent position, Dr. Miller was the CFO and Finance and Administrative Services Director for Broward County, Florida, the 14th largest county in the United States. Before that, Dr. Miller served as the CFO and Administrative Services Director for the City of Beverly Hills, California. In these positions Scott was the executive manager for functions including finance, accounting and administrative functions, budgeting, real estate and property management, human resources, information technology, organizational development, tax collection, treasury, bond and debt financing, and elected representative communications. Additionally, Dr. Miller served as city/county staff representative to two citizen committees, two Council committees and a Statewide Financing Corporation. The County of Broward is a full service County with over 12,000 employees and a budget of over $4B. The City of Beverly Hills is a full service municipality with a city budget of $560M and 1,100 employees.

 

Over the past several years, his significant accomplishments include: developing a financial model used all over the country to reduce OPEB Liabilities, achieved a Triple A Bond Rating from all three rating agencies for the city and for the County, worked with various State of California organizations as a member of several task forces addressing capture of internet sales tax Issues, Municipal and County Audit Standards, state wide economic development revitalization issues and developing state wide standards for government Information Technology Departments.

 

Dr. Miller has worked for public organizations in executive management, finance, information technology and administrative capacities ranging from small $500,000 organizations to well over $5 billion dollar agencies. In the private sector, Dr. Miller has worked as a Corporate Officer and as the Financial and Systems Controls Manager for Turner Broadcasting Systems, Inc. and as a manager/senior manager for the Accounting/Consulting firm of Deloitte, Haskins and Sells (now Deloitte-Touche) and Ernst and Young.

 

Dr. Miller graduated from San Diego State University with his Bachelor’s Degree in Psychology and a minor in Business Administration, a Master’s Degree in Administration from the University of Georgia, and has his Ph.D. in Public Administration from Arizona State University. Dr. Miller also holds a Certified Fraud Examiner (C.F.E.) license (retired) and is a Certified Data Processing Professional (C.D.P.P.) with Deloitte-Touche.

 

Dr. Miller is contributor to a number of state and national task forces and has presented at a number of state and national conferences as well as being honored with a number of state and national awards.
