Civiltec Delivers Water Master Plan and Rate Study for the City of Covina

The City of Covina, located a few miles southwest of Civiltec’s Monrovia office, sought Civiltec’s services to plan for the future of its municipal water system. Civiltec developed a comprehensive Water Master Plan and Rate Study to help facilitate the City’s strategic planning and budgeting efforts to lay the groundwork for their water system upgrades.

Civiltec developed water system demand projections for the years 2020, 2025 and 2030 based on population projections contained in Covina’s General Plan. With demand projections in hand, Civiltec outlined the requirements for maintaining a high level of distribution, reliability, efficiency and resiliency in emergency scenarios.

In collaboration with the City, Civiltec completed a study of Covina’s water rate structure, last updated in 2010. The team offered strategic guidance to develop a rate structure that complies with regulatory requirements while encouraging conservation and minimizing impacts on residents. Civiltec also provided recommendations related to the City’s existing water rates and fee schedules, with attention to issues such as revenue stability, capital infrastructure funding and development of a fair and reasonable rate structure.
