Founded in 1992, the Independent Cities Financing Authority (ICFA) is an unaffiliated joint powers authority specializing in helping local governments finance the purchase of single-family and multi-family residential properties, including manufactured home communities. Additionally, ICFA helps fund a variety of capital improvements for municipalities, schools, special districts, and Mello-Roos facilities, as well as projects impacting the economic development of communities. All underwriting and operational costs of the ICFA are provided by the beneficiaries of the funds. Cities pay no enrollment fees or dues to participate in ICFA projects.
