Lompoc City Manager Jim Throop, acting in his capacity as director of emergency services, has issued a proclamation temporarily suspending city regulations that would prohibit outdoor operation of city businesses.

Lompoc City Council unanimously approved the proclamation during the Tuesday, July 21 regular city council meeting. The proclamation is posted at: https://www.cityoflompoc.com/home/showdocument?id=29676.

The California Department of Public Health (CDPH) has ordered the closure of indoor operations for certain types of businesses, but allows some of these businesses to operate outdoors if they follow industry-specific state guidance, including the use of face coverings and social distancing practices.

Governor Gavin Newsom announced earlier this week that State of California guidelines have been modified to allow select personal care activities to take place in outside locations.  Before the new guidelines were issued, barbershops, hair salons, and selected personal care services were required to remain closed. With the updated guidance, those businesses may now open, but need to follow the appropriate regulations in accordance with both CDPH and the local licensing/ permitting authority. State laws and regulations had previously required that certain personal care services must occur within an indoor setting.

Other personal care services, such as nail salon services and massages, are also authorized by the State of California for reopening outdoors.  Piercing, tattoo and electrolysis services are still prohibited from reopening at the current time.
