Meet the Team: Lancaster Energy

In the latest installment of its “Meet the CCA Team” article series, California Choice Energy Authority (CalChoice) proudly spotlights Lancaster Energy, the locally managed public energy provider for the City of Lancaster. Launched in 2015, Lancaster Energy is Southern California’s pioneering community choice aggregation (CCA) program, leading with innovative green hydrogen initiatives and community-centered energy solutions that are shaping the region’s sustainable future.

Lancaster Energy’s approach goes beyond traditional CCA energy provision. The organization focuses on sustainable and innovative solutions that benefit the environment, foster local economic growth and protect local decision-making.

At the heart of Lancaster Energy’s efforts is a dedicated group of professionals working to advance the City of Lancaster’s ambitious energy goals after becoming the nation’s first net-zero city in 2019. The team is led by Jason Caudle and supported by Project Assistant Adrienne Howard, Administrative Assistant Malik Aubrey and Coordinator II team members Paul Whang and Ashley Wegner. 

“We are not just a utility provider; we are a team of innovators and community members working to create a more sustainable and resilient Lancaster,” said Lancaster Energy CEO and CalChoice Executive Director Jason Caudle. “Our work extends beyond energy procurement—we are enhancing energy independence and setting a national model for integrating hydrogen technology.”

The team is at the forefront of several groundbreaking projects, including the soon-to-be-launched FPH₂, a public-sector utility and joint powers authority designed to scale renewable hydrogen by connecting producers and off-takers. They also recently partnered with Bravery Brewing, a participant in the PowerChoice+ program, which supports local businesses in transitioning to cleaner, more sustainable energy solutions.

As Lancaster Energy prepares to celebrate its 10th anniversary in May 2025, the team is set to further expand green hydrogen infrastructure, increase renewable energy integration and strengthen local energy resilience. A key initiative includes executing an Advanced Energy Community Grant from the California Energy Commission, further demonstrating its commitment to pioneering energy solutions.
