The California Choice Energy Authority (CalChoice) hosted its 2025 All-Member Summit from October 1–2 in San Diego’s Gaslamp Quarter, gathering associate members, partners and industry experts for two days of collaboration, education and strategic planning. The theme, “Charting the Course,” guided dialogue around advancing clean energy innovation, improving affordability and navigating California’s evolving regulatory landscape.
“The All-Member Summit is always an incredible opportunity to align around our shared goals,” said CalChoice Interim CEO Rob Johnson. “Together, we’re shaping programs and policies that strengthen and enrich our communities.”
The Summit began with a regulatory update by Braun, Blaising & Wynne, which announced changes in the Self-Generation Incentive Program (SGIP) and shared progress on CalChoice’s Energy Efficiency Elect-to-Administer program, recently approved by the CPUC with an advice letter in review. Attendees also discussed proposals to expand SGIP eligibility and enhance access for low-income customers.
Deveau Burr Group delivered a legislative update, noting that 2025 is a transformative year for CCAs following the passage of several key bills, such as AB 825, which expands affordability tools and clean energy financing. The team also recounted CalChoice’s recent Lobby Day, during which representatives held 13 meetings with legislators and staff with affordability being the top priority.
Later sessions featured a presentation by Pacific Energy Advisors on the state’s evolving Integrated Resource Plan process and new clean energy procurement requirements to help CCAs achieve 90% clean energy by 2030.
CalChoice staff provided updates on member programs, including the expansion of the Power Choice distributed solar and battery program, the upcoming DAC-GT enrollment campaign launching in early 2026 and new Energy Efficiency Direct Install and Equity Building Decarbonization programs for small business and low-income families.
Partner firms Calpine and Participate.Energy showcased emerging technologies and milestones, including AI-powered forecasting tools and the initial Power Choice+ installation at Bravery Brewery. Attendees also heard from First Public Hydrogen Authority, which reported on new hydrogen pilot projects conceptualizing future opportunities for reliability and co-ownership.
Members concluded the two-day conference with networking and collaborative discussions on coming priorities. “The Summit each year brings us back to the strength of partnership,” continued Rob. “Our members are building the future of cleaner, more affordable energy for California.”
