Octavio’s journey with Civiltec began with two significant run-ins with Rick Shroads. The first occurred while he was attending California State Polytechnic University, Pomona: after seeing his potential, Rick hired Octavio to work for Lind & Hillerud, Inc., a Land Development engineering firm based in San Marino.
Julia Sylva is a graduate of Loyola Law School (1983, scholarship recipient) and California State University, Long Beach, wherein she earned a B.A. in Political Science, with a minor in Public Administration (1978). She has practiced law in California since 1983.

David Song has over 10 years of engineering experience. His expertise is in potable water infrastructure design, engineering, and management. David became the newest partner of Civiltec Engineering on January 1, 2017.
Chris Dusza, P.E. is Vice President, Principal Engineer in Charge, and Company Representative for projects that Civiltec Engineering undertakes in the state of Arizona. Chris joined Civiltec in 1996 and is a certified Floodplain Manager.
