Steve Harding is an adjunct professor of Public Policy and Administration at Northwestern University and a columnist for the American Society for Public Administration (ASPA) PA Times He is also a Council Member of the Southern California Chapter of ASPA, a Member of the International City/County Managers Association’s (ICMA) Advisory Board for Graduate Education, and an MPA/MPP Accreditation Site Visitor for the Network of Schools of Public Affairs and Administration (NASPAA). He is a Past Chairman of the California Association for Local Economic Development (CALED).

 

With nearly 40 years of experience in public policy and administration, Harding has served as a city manager, developer, a columnist, a professor, and a municipal management, economic development and finance advisor to local government agencies. He has served four cities as City Manager/Interim City Manager: Murrieta, Jurupa Valley, Menifee and San Jacinto. He also served as VP of Land Development of the Larwin Company, Senior Consultant at the Kosmont Companies, Director of Governmental Services of the Rosenow Spevacek Group (RSG), and has held the positions of both Managing Principal and VP of Urban Futures Inc. He has conducted the real estate feasibility and pro-forma analysis for more than $3 Billion in public-private real estate transactions.

 

Mr. Harding received a Bachelor’s Degree in Political Science & Economics and a Master’s Degree in Public Administration from CSU Long Beach. He also studied Comparative Government & Economics at UCLA.
