During a special virtual meeting on Thursday, August 6, 2020, the ICMA Executive Board selected Troy Brown, city manager of Moorpark, California, to serve as the association’s 2020-2021 president-elect. Brown will serve in this leadership role for a one-year term commencing during 2020 UNITE: A Digital Event, September 23-26, and will then assume the role of president at the 2021 ICMA Annual Conference in Portland, Oregon.

“We are thrilled with Troy’s selection as the incoming president-elect,” said current ICMA President Jane Brautigam. “He brings deep conviction that ICMA and our members are ready and able to lead our communities past the present crises to a place of hope and healing. I have every confidence that his leadership will have a significant positive impact on our outreach to all members across the globe.”

ICMA’s 21-member executive board acts in the capacity of directors, overseeing the organization’s ICMA logofinancial, member-related, and programmatic affairs, as well as selecting the board president. The board also enforces the organization’s Code of Ethics, which governs the professional and personal conduct of the membership. ICMA Executive Board members attend four meetings annually.

Troy Brown

Brown’s career in local government began in 1994, when he accepted a position as recreation specialist for Santa Clarita, California. He then moved up the ranks in the city, serving as an information technology specialist and then management analyst. He then joined Riverside, California, where he served as assistant to the city manager, and later as budget manager and assistant to the city manager in Elk Grove, California. Before joining Moorpark, he served as assistant city manager of Livermore, California, and, most recently, as city manager of Tracy, California.

Brown has been an active member of ICMA since 2004. He was elected by the membership in 2011 to serve a three-year term as West Coast Regional Vice President on the ICMA Executive Board. He then served as co-chair of the Task Force for Strengthening Inclusiveness in the Profession, and as an ICMA-appointed representative on the Vantage Trust Board of Directors, 2015-2017.

“Troy Brown brings thoughtful leadership at a critical time for ICMA,” said incoming ICMA President-Elect James Malloy. “I’m looking forward to working with Troy, the board, and ICMA leadership on the issues in front of us.”

Tracy Extends Agreement with Tripepi Smith

Tracy - Inside the TriangleThe City of Tracy has renewed its agreement with Tripepi Smith for a second year. With strong staff support and accolades from the City Council to both staff and Tripepi Smith, the City Council voted 5-0 to renew a series of marketing and economic development initiatives, including Tripepi Smith’s work.

In the coming year, Tripepi Smith will continue running digital ad campaigns for the City across LinkedIn, Facebook and Google while also providing graphic design services. The goal of the City’s effort is to raise awareness of the opportunities available in Tracy to start a business or take advantage of Tracy’s business-friendly programs and development opportunities.

Tracy has a booming economy and the City is focused on balancing all aspects of growth to enhance the quality of life for residents and businesses within the City.

“We offer a lot for entrepreneurs and we want them to think of Tracy when starting up their businesses or coming to California,” said Shelley Burcham, Economic Development Manager for the City of Tracy. “Tripepi Smith has been a key partner to the City, and has helped create and implement messaging, advertisements and brand awareness for Tracy across the United States. The team is fun to work with, smart and has deep knowledge of digital platforms which has taken our economic development marketing to the next level.

Tripepi Smith was engaged by Tracy in 2017 based upon a demonstrated history of successfully supporting public agency economic development work and a strong reputation for graphic design deliveries. Tripepi Smith team members Ryder Todd Smith, president, Melanie James, business analyst, and Karen Villaseñor, junior business analyst, worked hand-in-hand with Tracy’s staff to drive traffic and eyeballs to the City’s website and social media platforms.

“Tracy staff are proud of their city and the opportunities its booming economy is creating. The city is well-positioned geographically to meet the needs of numerous businesses,” said Melanie. “City staff have been forward-thinking in their approach to reach business leaders and site selection professionals to advance the Tracy brand, and we are excited to be back for another year of work with the team.”

With the renewed agreement, the campaign will shift to drive traffic to a soon-to-be-launched economic development website. The theme, however, will remain the same: Inside the Triangle. Tracy’s location on the edge of the Bay Area provides more affordable housing options with training and driving access to the Bay Area. As a result, the city has benefited from the demand of logistics companies while experiencing increased workforce housing demands. However, the City’s efforts to drive higher paying local jobs to keep workers off freeways and in town have also seen results.
