California JPIA Shares Insights at PARMA and Cal Cities City Managers Conferences

California Joint Powers Insurance Authority (California JPIA) staff members were again at the forefront of trends affecting local government agencies. Staff shared knowledge and best practices with industry peers at two important conferences: the 2023 League of California Cities City Managers Conference and the Public Agency Risk Management Association (PARMA) Annual Conference, The Sweet Success of Risk Management.

The League of California Cities (Cal Cities) defends and expands local government control through advocacy efforts. Cal Cities also offers education and training programs designed to teach city officials about new developments in their field and allow for the exchange of solutions to common challenges facing their cities. The Cal Cities City Managers Conference in Carlsbad, February 8–10, welcomed 500 city managers, assistant city managers, and deputy city managers from across the state who equipped themselves with essential information and updates to run their cities effectively.

Manager Andy Hall, Pismo Beach City Manager Jim Lewis, and San Dimas City Manager Chris Constantin shared how they have been able to attract, grow, and retain employees within their public agencies. They discussed creating fun and nurturing environments at work that help employees develop professionally while feeling a part of a community. They also discussed the importance of creating a talent pipeline, working with the local university or junior college, and creating a robust internship program to grow employees locally.

“Both the League of California Cities City Managers Conference and the PARMA Annual Conference offer our staff an incredible opportunity to learn from and share with fellow public agency colleagues,” said Deputy Executive Officer Alex Smith. “We exchange stories about successes and challenges and then translate that information into tactical plans that help our members thrive.”

PARMA is dedicated to the professional development of all California public agency personnel responsible for risk management and promoting risk management as a critical component for public agency fiscal health. The PARMA Annual Conference in Sacramento, February 7–10, featured educational and motivational sessions, networking events, and an exhibit hall. California JPIA team members were featured in several sessions at the conference. Authority session topics encompassed a wide variety of issues, including the following presentations:

  • California JPIA Workers’ Compensation Program Manager Jeff Rush, along with Safety National’s Mark Walls, presented “Out Front Ideas to Watch in 2023,” a session that highlighted risk management, healthcare, and leave of absence challenges in 2023 and how these challenges could impact public entities and their risk management programs.
  • As part of a panel presentation titled “How COVID-19 Changed the World of Workers’ Compensation and Disability Accommodation,” California JPIA Employment Practices Manager Kelly Trainer Policky and Workers’ Compensation Program Manager Jeff Rush discussed the COVID-19 fallout public entity employers continue to deal with. They also addressed challenges, including emerging case law regarding workers’ compensation claims, employer burden when reasonably accommodating employees related to COVID-19 restrictions, and the discovery involved in workers’ compensation COVID-19 claims.
  • California JPIA Liability Program Manager Paul Zeglovitch and Carl Warren Liability Pool Claims Manager Chris Kustra presented “Managing Employment Practices Liability Exposures – Where Do You Start?” The session discussed how to prepare and train managers, conduct pre-claim collaboration with qualified counsel, and smartly litigate employment practice liability cases.

PARMA is guided by a team of volunteer leaders, including four California JPIA staff members who are all serving various roles for the 2023–2025 season: Workers’ Compensation Program Manager Jeff Rush, who will serve as president; Liability Program Manager Paul Zeglovitch, who will serve as secretary/treasurer; Insurance Programs Manager Jim Thyden, who is a past-president and member; and Senior Risk Manager Alex Mellor, who, along with Jim, serve as members of the conference planning committee.

RPLG to Present at 2023 CalCities New Mayors and Council Members Academy

Three Renne Public Law Group (RPLG) attorneys—Associate Anastasia Bondarchuk, Partner Jenica Maldonado and Senior Counsel Andrew Shen—will present at the League of California Cities’ 2023 New Mayors and Council Members Academy, taking place January 18-20 in Sacramento.

The academy will provide opportunities for newly elected officials to familiarize themselves with the services of the League of California Cities, develop an understanding of the basic legal and practical framework in which city officials operate, connect with fellow elected officials and learn about diversity, council-manager relationships, planning, advocacy and financial responsibilities.

RPLG’s team will conduct two state-mandated training sessions in partnership with the Institute for Local Government, a State Bar of California minimum continuing legal education (MCLE) approved provider.

Bondarchuk and Maldonado will present Harassment Prevention Training for Supervisors and Officials (AB 1661), an informational and interactive workplace harassment prevention training that will teach officials and supervisors how to identify, prevent and properly respond to workplace harassment, discrimination, retaliation and abusive conduct.

Shen will present Understanding Public Service Ethics Laws and Principles (AB 1234), during which he will train newly elected officials on ethics laws and principles related to personal financial interests, gifts, public funds, governmental transparency, fair process and other topics.

RPLG’s Jon Holtzman and Jamal Anderson Present on Police Reform at City Attorneys Conference

On Friday, May 14, Renne Public Law Group (RPLG) Founding Partner Jon Holtzman and Senior Associate Jamal Anderson presented on police reform at the League of California Cities annual City Attorneys Conference. The presentation explored the wide range of initiatives and policy changes on the table for cities addressing police reform in California.

As members of RPLG’s Public Safety Reform and Innovations Practice Group, both Jon and Jamal are experienced in legal and policy matters related to policing. Jamal served as Deputy District Attorney in San Mateo County for six years, where he worked closely with law enforcement agencies, and has also worked for a number of elected officials, including the former Mayor of Washington, DC. Jon is a veteran of innumerable negotiations with police unions over wages, hours and departmental policies, including numerous police reform initiatives.

“Cities have started the process of reexamining policing and public safety models amidst demands for reform, restructuring and racial justice,” said Jamal. “Through the Public Safety Practice Group, we’ve had the opportunity to get involved in these important efforts on the ground and help public agencies move forward with practicable reform measures that account for the needs of diverse stakeholders.”

RPLG has been retained to help craft and defend police reform ballot measures, revise use of force policies and serve as lead counsel for a major California city commission formed to carry out police reform, among other efforts.

California JPIA Shares Wisdom with City Managers, Public Agency Risk Managers

Last fall, the California Joint Powers Insurance Authority (California JPIA) presented risk management best practices to elected officials and municipal staff at the California Contract Cities Association’s Virtual Fall Educational Summit, the League of California Cities’ Virtual Annual Conference & Expo, and the Municipal Management Association of Southern California’s Virtual Annual Conference. That speaking streak continued this winter, as Authority staff facilitated panels at the League of California Cities’ Virtual City Managers Conference and the Public Agency Risk Management Association’s Virtual Conference & Expo.

The California JPIA, a proud Elite Partner of the League of California Cities, presented a panel at the 2021 Virtual City Managers Conference on February 1. During the session, “Vision 2020 in Hindsight: Train Wreck or Learning Opportunity,” California JPIA Deputy Executive Officer Alex Smith led a discussion among City of Lynwood City Manager Ernie Hernandez, City of Poway Senior Management Analyst Izzy Murguia, and Alliant Insurance Services First Vice President Robert Lowe about the dynamic impacts of the COVID-19 pandemic on cities now and in the future.

Discussion points included changed business practices and evolving expectations for municipal services, as well as the challenges and opportunities afforded by telecommuting: “We’re in the middle of a generational shift,” said Lowe. “Some senior managers believe that employees need to be in the office every day, while the younger generation processes information the same way regardless of where in the world they are.”

The insightful conversation concluded with a question-and-answer session that addressed tax revenues and strategies for conducting remote home inspections.

California JPIA Insurance Programs Manager Jim Thyden and BakerHostetler Partner M. Scott Koller also presented a panel at “The Wild West of Risk,” the Public Agency Risk Management Association’s Virtual Conference & Expo, on February 4. During the session, “Cyber Security and Your Agency: A Growing Risk,” Thyden and Koller, a privacy and data security attorney, shared real-life tales of cyber security attacks and how agencies have responded.

“Cyber security is a growing threat to municipal agencies and to organizations worldwide,” said Thyden. “Numerous California public entities have been targeted and more will follow.”

The panelists educated risk managers in attendance of the need to be aware of the growing threat of cyber security, shared an overview of resources available to municipal agencies to defend against being targeted, and provided guidance and information about where to turn and what actions to take if targeted. The intermediate-level session also allocated time for a robust question-and-answer session to allow the audience to engage with the panelists regarding their own experiences.

Jon Holtzman and Julian Gross Present at 2021 League of California Cities City Managers Conference

RPLG Founding Partner Jon Holtzman and Partner Julian Gross shared their expertise on issues of concern to local government leaders at the League of California Cities City Managers Conference, held virtually during the week of February 5.

Each year, the City Managers Conference brings together city officials and their supporters to drive knowledge sharing and collaboration in the local government sphere. RPLG is a sponsor of the event.

On the opening day of the Conference, Jon and Julian led an interactive Q&A discussion on Project Labor Agreements (PLAs), addressing the ways in which PLAs can advance local employment and contracting goals and how PLAs relate to community benefits agreements. City leaders had the opportunity to ask individualized questions about the nuanced considerations surrounding PLAs in their cities.

Jon also presented on a panel moderated by former Stockton City Manager Kurt Wilson: “Promoting Civility in Times of Heightened Partisanship and Polarization.” Joined by former Daly City Manager Pat Martel, West Coast Regional Director of the International County/City Management Association, Jon drew on his experience in solution-oriented police reform initiatives to exemplify strategies for finding common ground within complex issues. California JPIA Member Cheryl Viegas-Walker Elected League of California Cities President

The California Joint Powers Insurance Authority (California JPIA) congratulates El Centro Councilmember Cheryl Viegas-Walker, elected to a one-year term as president of the statewide League of California Cities Board of Directors. The Board of Directors is responsible for the overall supervision, control, and direction of the League.

“The City of El Centro and cities throughout Imperial County are proud of Councilmember Viegas-Walker’s election as the 2020-2021 League President,” said El Centro City Manager Marcela Piedra. “Her knowledge and experience are commendable. Her concern for the needs of local government is admirable. She serves with integrity and passion. Our city is extremely proud of her and we are confident she will be a strong advocate for our cities.”

Councilmember Viegas-Walker, who is past president of both the League’s Women’s Caucus and the Southern California Association of Governments, has served on the El Centro City Council since 1997, including five terms as mayor. She has represented the Imperial County Division on the League’s Board of Directors since 2015. Regionally, Viegas-Walker represents El Centro on the Imperial County Transportation Commission, Imperial County Local Transportation Authority, and the Service Authority for Freeway Emergencies. She also serves as a member of the El Centro Regional Medical Center Board of Trustees.

Councilmember Viegas-Walker contributes to El Centro’s culture of risk management, Piedra said, by encouraging staff to constantly evaluate practices, policies, and procedures to minimize exposure and, when claims occur, to assess the incidents and apply lessons learned to improve future actions.

“As local government officials, whether elected or appointed, we have a responsibility to ensure the safety and well-being of our personnel and the public we serve,” said Piedra. “We thank the California JPIA for providing many valuable resources to us. The staff is great, and the training is invaluable.”

California JPIA Shares Wisdom Through Partnerships

Although many professional events shifted from in-person to virtual formats this fall, the California Joint Powers Insurance Authority (California JPIA) still reinforced partnerships with and presented risk management best practices to elected officials and municipal staff at the California Contract Cities Association’s Virtual Fall Educational Summit, the League of California Cities’ Annual Conference & Expo, and the Municipal Management Association of Southern California’s Virtual Annual Conference.

The trio of speaking engagements began when Workers’ Compensation Program Manager Jeff Rush and Senior Risk Manager Maria Galvan presented at the California Contract Cities Association’s (CCCA) Virtual Fall Educational Summit on September 17. The Authority supports the CCCA’s efforts to strengthen local control and governance as a Platinum Sponsor. Rush and Galvan’s session, “Employer Risk Management in the COVID-19 Era,” covered how the pandemic has impacted cities—especially because many city workers are also essential workers—as well as what employers must do to keep their facilities safe and not run afoul of employment or safety concerns.

Next, the Authority, a proud Platinum Partner of the League of California Cities since 2016, hosted a booth and presented a session during the League’s Virtual Annual Conference & Expo, October 7-9. Lakewood City Manager Thaddeus McCormack, chair of the Authority’s Managers Committee, as well as former South Gate City Manager Michael Flad, Bell Mayor Ali Saleh, and Bell City Attorney Dave Aleshire, presented on the topic of “Ten Years After the Bell Scandal: Are We More Ethical?”. The panel addressed how, ten years after revelations of corruption, the City of Bell has progressed toward restoring sound ethics and restoring its reputation. Content focused on real life experience with ethical lapses, the heavy lifting involved with overcoming incidents of abuse of public trust, and ethical dilemmas when leaders are forced to choose between competing values and maintain the public’s trust in the process.

The Authority, also a proud Platinum Partner of the Municipal Management Association of Southern California (MMASC), concluded its series of presentations with a panel at the MMASC Virtual Annual Conference on October 27. During the session, “Risk Management 101 for Future City Managers,” Tripepi Smith President Ryder Todd Smith led a discussion among California JPIA Chief Financial Officer Alex Smith, Tripepi Smith Director Mike Egan, and Indian Wells Deputy City Manager Peter Castro about why risk management is important and how to reduce liability exposure.

“It was a great session,” said Arabo Parseghian, division manager for the City of La Cañada Flintridge. “The role of risk management is not to be the group that says ‘no’ to new and innovative ideas under the umbrella of eliminating risk. It is to work with other staff to make projects happen by creating plans to mitigate risk so that the project can come to fruition.”

Also, during the MMASC Virtual Annual Conference, Chief Executive Officer Jon Shull had the opportunity to introduce keynote speaker Lawrence Greenspun, director of public sector engagement at Claremont Graduate University’s Drucker Institute. Greenspun discussed planned abandonment—the practice of identifying and abandoning old and unrewarding practices, programs, and services—as a path to innovation.

California JPIA Recognizes Milestone Anniversary for Administrative Assistant Lyndsie Buskirk

Administrative Assistant Lyndsie Buskirk, familiar to many members of the California Joint Powers Insurance Authority (California JPIA) as a front-line representative both on and beyond campus, commemorated a milestone anniversary—five years of full-time service—this July.

“Lyndsie is not only an informed professional and a principled colleague, but also a local government champion who genuinely enjoys working with public agencies,” said California JPIA Chief Executive Officer Jon Shull.

Buskirk first joined the California JPIA staff as a part-time, temporary employee in October 2014. She earned a full-time position as an office assistant in July 2015 and was promoted to administrative assistant in December 2019.

Providing support for both executive and administrative operations, Buskirk manages services involving sponsorships and event logistics, and she is an important driver of the development and publication of the Authority’s marketing initiatives, including the monthly newsletter, email campaigns, and social media. She also assists CEO Jon Shull and Administrative Programs Manager Tammie Haller with planning, outreach, and constituent relations.

“Interacting with and serving our members is my favorite part of working for the Authority,” said Buskirk. “I hope to continue advocating for and building our growing network of members.”

Despite COVID-19 altering the landscape of conferences, with many events transitioning from in-person gatherings to digital platforms this fall, Buskirk remains a publicly prominent agent of the Authority, upholding relationships with similarly minded organizations that support municipal agencies in California. She has been a key representative to the California City Management Foundation, California Contract Cities Association, California Society of Municipal Finance Officers, and League of California Cities, as well as the Municipal Management Association of Southern California.

“Lyndsie is a reputable steward of the Authority to partner organizations and at professional conferences throughout California,” said Shull. “Attending events such as the Municipal Management Association of Southern California’s Women’s Leadership Summit, Winter Forum, and Annual Conference, she embraces every opportunity to learn and to exchange ideas with our members.”

Buskirk, who holds a bachelor’s degree in marketing from California State University, Long Beach, joined the Authority from Beverly Hospital in Montebello. She previously supported special events and corporate partnerships for Special Olympics Southern California.

Dan Carrigg Joins RPPG as Senior Policy Advisor

Dan Carrigg, former Deputy Executive Director and Legislative Director for the League of California Cities, has joined the Renne Public Policy Group as a Senior Policy Advisor.
